Trucking Authority Filing Services: What You Pay vs Filing With FMCSA Yourself
Operating authority has one federal fee: $300 per authority type. Filing services quote anywhere from $375 with that fee included to $1,060 without it, which makes their prices hard to compare. We read the regulations and four services' own price pages on 7 October 2026.


FMCSA charges $300 per operating-authority application. A USDOT number itself has no application fee. To operate, a new carrier also needs a process agent for its BOC-3 and a UCR registration, and those carry their own costs. Anything above the $300 authority fee on a filing service's quote needs to be separated into service charges and other registrations or third-party costs included in the package.
That makes the comparison simpler than the price pages suggest, provided you put every quote on the same footing first. Some services fold the $300 into their price. Others say in small print that they leave it out. Compare the two as written and the cheaper one can look like the expensive one.
Quick answer: Filing yourself costs $300 per authority type in federal fees, plus a process agent for your BOC-3 and your Unified Carrier Registration fee ($46 for the 2026 registration year or $55 for 2027, at 0 to 2 vehicles). Of the four services we checked, MyQuickStart charges $375 for USDOT plus MC with the $300 included. Authority Express charges $420 to $1,060 per package with federal fees excluded. J. J. Keller doesn't publish a package price, and LE Services' site blocked our checks.

The Federal Bill, Line by Line
Before looking at any service, it helps to know what the government itself charges a new interstate carrier. All of this comes from the regulations, linked in each line.
- USDOT number: no fee. The fee schedule in 49 CFR 360.3T has no line for it.
- Operating authority (MC): $300. The same schedule charges $300 per application, and a separate fee "for each type of authority sought". Carrier and broker authority together are $600. The fee is not refunded once accepted.
- BOC-3: no federal fee. Every carrier must designate an agent for service of process in each state it operates in or crosses (49 CFR 366.4T). The agent's charge is a private price: some services fold it into a package, others list it separately.
- UCR: $46 or $55. For a carrier or broker with 0 to 2 vehicles, the fee is $46 for the 2026 registration year and $55 for 2027 (49 CFR 367). The 2027 registration opened on 1 October 2026, according to the UCR Plan.
Insurance is a private price too, so it isn't in this comparison. A filing service doesn't pay it for you.
What Four Services Charge on Top
We checked the three services TruckMyApps readers search for by name, plus MyQuickStart, using each one's own price page. The table puts them side by side as published.

The packages don't contain the same things, which matters as much as the price. Authority Express's Broker package covers USDOT, MC, FMCSA portal setup, BOC-3 and UCR filing. Its CDL package adds IFTA, IRP, Form 2290, a driver qualification file and drug and alcohol consortium enrollment. MyQuickStart's $375 covers USDOT, MC and the BOC-3 filing, and lists only "support" for UCR. J. J. Keller's new carrier package lists USDOT, MC, BOC-3 and UCR, with the price given by phone.
Making Two Quotes Comparable
The fix is one line of arithmetic: add $300 to any quote that excludes the federal fee, then subtract $300 from any quote that includes it. What's left is the service's own charge.
On that basis, MyQuickStart's $375 leaves $75 for the service, with a BOC-3 filing included. Authority Express's Broker package costs at least $720 out of pocket once the $300 is added, and leaves $420 for the service, with UCR filing and portal setup included. Bought à la carte, Authority Express lists USDOT at $75, MC at $75 and BOC-3 at $135, which comes to $585 once the federal fee is added.
The second adjustment is scope. A $1,060 package that also sets up IFTA, IRP and a drug consortium isn't overpriced next to a $375 one that doesn't. It is a different job. If you need those registrations, price them separately with each service and compare the totals.

What the Service Fee Buys, and What It Can't
A filing service saves you time with an unfamiliar federal system, and it keeps track of the paperwork that has to follow the application. It can't speed up the federal clock, and it can't make the authority active without your insurance.
FMCSA's Federal Register notice of 29 April 2026 describes its new registration system, Motus. Under it, "all new applicants will be required to pass identity proofing and verification", and service providers register and "perform authorized functions on behalf of" the carrier they represent. Before you pay, ask whether the service files as a registered provider on your behalf.
Check the Deadlines Against the Regulation
Two federal deadlines run from the day your application is published in the FMCSA Register. Interested parties may file a protest within 10 days (49 CFR 365.115). Your insurance filing and your BOC-3 are due within 20 days (49 CFR 365.109T).
Service FAQs don't always agree. On 7 October 2026, Authority Express's FAQ on MC timing cited a 21-day protest period and up to 90 days for insurance. The 90-day figure comes from section 365.109, which has been suspended since January 2017. Whichever service you use, keep the 20-day date yourself.
Which One Fits
First-time carrier who wants only the authority: the lowest published total among the services we could price is MyQuickStart at $375 with the federal fee included. Line the scope up against what you need, then compare.
Carrier who also needs IFTA, IRP and a drug consortium: Authority Express's CDL package is the only one here that publishes a price for all of it, at $1,060 plus $300. Price the same list with anyone else you are considering.
